Some housecleaning

I have made some subtle structural changes to the site. Lorraine, Jeff and your truly have our own homepages now. You can find links to the pages on the sidebar. The navigation bar under the header should reflect these new links as well. I'm actually preparing things not only for the migration but for the new CivicSpace platform as well.
