USATODAY.com - Hamilton says nation still not prepared for disasters

Hamilton and former New Jersey Gov. Thomas Kean led an independent commission that investigated 9/11. On Wednesday, they released the first of three progress reports assessing how their recommendations were implemented.

Among the problems identified:

* Congress hasn't given police, fire and other emergency responders the radio spectrum needed to be able to communicate, a significant problem after both the terrorist attacks and the hurricane;

* Congress is not allocating homeland security funding based on risk and vulnerability, but on political considerations;

* The administration has not identified the nation's infrastructure that's most at risk, an assessment that likely would have shown New Orleans' levees to be a priority;

* Governments at all levels have not established a unified command system that would determine who is in charge and how local, state and federal governments should coordinate in an emergency.
"It was obvious that nobody knew who was in charge when Katrina struck," Kean said. "The question is: Do we have to wait for another one, another terrorist attack? Do we have to wait for another national emergency to get some of these things done?"
